After the well is plugged and the monument set, the area disturbed is to be “reclaimed”  to avoid soil erosion and sedimentation.  (Surface owners, particularly farmers, may want to insist on certain seed types.)

Because the results of all of the other plugging work are buried under the ground, it is now impossible to tell from just looking whether all of the other work required for the plug job was done properly.
